A civilian national security force as well funded as the military?

Quote President Obama:
"We cannot continue to rely only on our military in order to achieve the national security objectives that we have set. We've got to have a civilian national security force: just as powerful, just as strong, just as well funded."
Now this is already confusing as Obama's Attorney General likes to take people's guns away from them to simply protect their homes and families, but he claims to want a civilian national security force as well run as our military. At minimum, can we even afford that?
My guess would be no, but here is what Judge Napolitano had to say.
