Obama's Exec Order Will Not Only Close Gitmo in One Year, It Might Stop Waterboarding -- Might

The big news today is that President Obama has signed an executive order that will make many so-called "conservatives" very upset. He is ordering the closure of Gitmo within one year. He is also ordering "all US employees" (including the CIA) to stop waterboarding, a technique that is seen world-wide as torture. This appears to be a significant move towards addressing some of the fears Conspirators had upon hearing Obama's interview with George Stephapoulis two weeks ago, an interview in which Obama repeatedly dodged the question of whether the CIA would be allowed to continue waterboarding. With this order, it seems that the CIA won't do it. HOWEVER, before one celebrates, one should note the language of the order, which states that "No US government employee will engage in this activity" (paraphrase). The CIA under Bush was hiring foreign agents to do the waterboarding in foreign nations. It seems that Obama needs to address the question of whether these foreign agents would be considred "US government employees". We get a funny feeling this might be a very wide loophole for the torture to continue if President Obama wants it done.
