I think this is an interesting topic to talk to people about.  I read through a few of the comments on the Reuters page, and most of the comments are "safety" concerns.  Its completely understandable why some people are worried about a slow moving buggy with no lights or something while driving on a road.  To be honest, if you pay attention while driving its not a real issue. 

One of my questions is if the Amish people are using some of the benefits of state or federal tax dollars and they don't pay tax, do they have a right to use the roads?  As far as roads within their own communities  (not rural routes), if they allow the state to maintain or build them, should they be exempt from the safety laws on those roads?  I know the problem with this line of thinking is that there are Amish individuals who never agreed to using tax dollars as such or wanting any sort of welfare.
