Move along, citizen, nothing to see here...it was all just a clerical error.  It wasn't NOAA's Weather division that needed the ammo after all - it was the fisheries division.  That clears it all up...you can't be too careful when you're investigating salmon poaching. And I think it goes without saying that the Social Security department needs to be well-armed.  You never know when an octagenarian demanding his check is going to attack (particularly when it dawns on him that the "trust fund" is nothing but a stack of IOUs).
